(c) (1) An incentive performance award for outstanding service in connection
with State employment over a sustained period or a special State project may be awarded
for:

(i) exceptional performance that exceeds the knowledge, skill, or
ability required by the employee's position; or

(ii) exceptionally meritorious acts or services in the public interest.

8-207.

A cash award and expenses related to other awards under this subtitle shall be paid:

(1)     FROM INCREASED REVENUE OR MONETARY SAVINGS
ATTRIBUTABLE TO THE INNOVATIVE IDEA OR SERVICE;

(2)      from the funds of any principal unit that employs the employee or that
benefits from the innovative idea or service; or

[(2)](3) as provided in the State budget.

Chapter              (S.B. 50) of the Acts of 1993

SECTION 16. AND BE IT FURTHER ENACTED, That at the end of June 30,
[1994] 1996, and with no further action required by the General Assembly, Title 8, Subtitle 2
of the State Personnel Article, as enacted by Section 2 of this Act, shall be void, and Title 8,
Subtitle 2 of the State Personnel Article as enacted by Section 7 of this Act shall take effect.
This section supersedes the termination and abrogation provisions of Section 3 of Chapter 459
of the Acts of the General Assembly of 1991.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of Maryland
read as follows:

Article - State Personnel and Pensions

8-208.

(b) A cash award and expenses related to an honorary recognition award shall be
paid from:

(1)      INCREASED REVENUE OR MONETARY SAVINGS ATTRIBUTABLE TO
THE INVENTION, SUGGESTION, ACCOMPLISHMENT, OTHER PERSONAL EFFORT, OR
EMPLOYMENT-RELATED ACT OR SERVICE; OR

(2)      funds or appropriations available to the unit that primarily benefits from
the invention, suggestion, accomplishment, other persona! effort, or employment-related
act or service.

SECTION 3. AND BE IT FURTHER ENACTED, That Section 2 of this Act is
contingent on the taking effect of the termination provision specified in Section 16 of

Chapter____ (S.B. 50) of the Acts of the General Assembly of 1993. If that termination

provision takes effect, Section 1 of this Act shall be void. This Act may not be interpreted
to have any effect on that termination provision.
