produced at the winery in any quantity to any consumer at retail at the place described in
the license. In Montgomery County, the holder's on-premises sales are limited to 20,000
gallons per year. The light wine shall be delivered in a sealed package or container which
may not be opened or the contents consumed on the licensed premises.

13.

(a) (1) A Class A beer and light wine license shall be issued by the [clerk of the
circuit court] LICENSE ISSUING AUTHORITY of the county in which the place of
business is located. The license shall authorize the holder thereof to keep for sale, and to
sell beer and light wines at retail, in any quantity to any consumers, at the place therein
described, and to deliver- the same in a sealed package or container, which package or
container shall not be opened nor its contents consumed on the premises where sold.

(2) The annual fee for the license shall be $35 [and], UNLESS OTHERWISE
PROVIDED IN THIS SECTION, AND shall be payable to the [clerk,] LOCAL COLLECTING
AGENT before any license is issued, for distribution as hereinafter provided.

14.

(a) (1) A Class B beer and light wine license shall be issued by the [clerk of the
circuit court] LICENSE ISSUING AUTHORITY of the county in which the place of
business is located, and shall authorize the holder to keep for sale and sell beer and light
wines at retail at any hotel or restaurant, at the place described in the license, for
consumption on the premises or elsewhere-

(2) The annual fee shall be payable to the [clerk] LOCAL COLLECTING
AGENT before any license is issued.

(o) (1) In Howard County any restaurant that meets the definition of a
restaurant under § 2(p) OF THIS ARTICLE may apply TO THE BOARD OF LICENSE
COMMISSIONERS for a Class B beer and light wine license[, subject to approval of the
Board].                                       

(p) (1) In Kent County any restaurant [meeting the definition of a restaurant as
set forth in § 101] QUALIFYING UNDER § 19(P)(1)(II) OF THIS ARTICLE may apply TO
THE BOARD OF LICENSE COMMISSIONERS for a special Class B beer and light wine
license[, subject to approval of the Board].

14A.

(a) (1) A Class H beer and light wine license shall be issued by the [clerk of the
circuit court] LICENSE ISSUING AUTHORITY of the county in which the place of
business is located, and authorizes the holder to keep for sale and sell beer and light
wines at retail at any hotel or restaurant, at the place therein described, for consumption
on the premises.

(2) The annual fee for the license shall be $200, UNLESS OTHERWISE
PROVIDED IN THIS SECTION, and is payable to the [clerk,] LOCAL COLLECTING
AGENT before any license is issued, for distribution as provided IN THIS ARTICLE.
