10.

(a) (1) A Class C beer license shall be issued by the [clerk of the circuit court]
LICENSE ISSUING AUTHORITY of the county in which the place of business is located,
and shall authorize the holder thereof to keep for sale and sell beer at retail to bona fide
members and their guests, at any club, at the place therein described, for consumption on
the premises only.

(2) The annual fee for such a license shall be twenty-five dollars (S25.00),
UNLESS OTHERWISE PROVIDED IN THIS SECTION, and shall be payable to [said clerk,]
THE LOCAL COLLECTING AGENT before any such license is issued, for distribution as
hereinafter provided.

11.

(a) (1) A Class D beer license shall be issued by the [clerk of the circuit court]
LICENSE ISSUING AUTHORITY of the county in which the place of business is located.
and shall authorize the holder thereof to keep for sale and to sell beer at retail, at the
place therein described, for consumption on the premises or elsewhere, but no license
shall be issued for any drugstore.

(2) The annual fee for the license shall be $50 [and], UNLESS OTHERWISE
PROVIDED IN THIS SECTION, AND shall be payable to the [clerk,] LOCAL COLLECTING
AGENT before any license is issued, for distribution as hereinafter provided.

12A.

(a) [A] THE BOARD OF LICENSE COMMISSIONERS OF KENT COUNTY MAY
ISSUE A Class A light wine license [may be issued by the clerk of the circuit court of the
county in which the place of business is located, and], WHICH shall authorize the holder
to keep for sale, and to sell, light wines at retail, in any quantity to any consumer, at the
place described in the license. The light wine may be delivered in a sealed package or
container, which package or container may not be opened or its contents consumed on
the premises where sold. No wine may contain more than 14 percent alcoholic content by
volume.

(B) The annual fee for this license shall be $150 and shall be payable to the
[clerk,] BOARD before any license is issued, for distribution as provided in this
[section] ARTICLE.

[(b) This license may be issued only in Kent County.]

12B.

(a) A Class A light wine license may be issued by the [clerk of the circuit court]
LICENSE ISSUING AUTHORITY of the county in which the place of business is located to
any holder of a Class 4 manufacturer's license. In Baltimore, Frederick, Harford, Talbot,
and Washington Counties a Class A light wine license may also be issued to a holder of a
Class 3 manufacturer's license, who makes wine from agricultural products grown in
Maryland. Baltimore County wineries applying for such a license are exempt from quotas
established by the Baltimore County Liquor Board as to the number of licenses in that
election district. The license authorizes the holder to keep for sale and to sell light wines
