WILLIAM DONALD SCHAEFER, Governor                         Ch. 594

(f)      The Department of Health and Mental Hygiene shall provide sufficient staff
for the Committee to allow it to carry out its responsibilities under this section,

(g)     On or before November 1, 1993, the Committee shall issue a report that
contains:

(1)     Recommendations for the 1994 Session of the General Assembly for
codification of a funding formula for local health services;

(2)     Recommendations for the most equitable allocation of that funding
among the jurisdictions of the State; and

(3)     An assessment of long-term funding needs, beginning with Fiscal Year
1996.

SECTION 6. AND BE IT FURTHER ENACTED, That in the absence of the
enactment of legislation that sets forth comprehensive requirements for the funding of
local health services, no services:

(1)     No subdivision may receive less State funding for local health services than
that subdivision received in Fiscal Year 1994. 1994; and

(2)     After Fiscal Year 1996, the funding required in the State budget for local health
services, exclusive of special and federal fund appropriations, shall be at least $39 million.

SECTION 12. 7. AND BE IT FURTHER ENACTED, That the funds designated
for the provision of local health services under this Act may not be transferred to any
other program for any other purpose.

SECTION 13. 8. AND BE IT FURTHER ENACTED, That this Act shall take
effect October June 1, 1993.

AN ACT concerning

Clerks of Circuit Courts - Alcoholic Beverages

FOR the purpose of transferring from the clerks of certain circuit courts to local certain
local officials and agencies responsibilities in connection with the issuance of
alcoholic beverages licenses, permits, and certificates for continuation and transfers
and assignments; transferring from the clerks of certain circuit courts to local
certain local officials and agencies responsibilities in connection with collection and
distribution of fees; clarifying that applications for certain alcoholic beverages
licenses, permits, and certificates are submitted to certain local entities; clarifying
that workers' compensation certificates and policies are submitted to certain local
entities; clarifying the scope of certain fee provisions; correcting obsolete references
