(A) THE RIGHTS GRANTED TO COMMISSION EMPLOYEES UNDER THIS
SECTION DO NOT APPLY TO:
(1) ATTORNEYS IN THE GENERAL COUNSEL'S OFFICE;
(2) CONFIDENTIAL EMPLOYEES WHO DEVELOP OR PUT INTO EFFECT
COMMISSION POLICIES INVOLVING COLLECTIVE BARGAINING;
(3) MANAGERIAL EMPLOYEES WHO ARE AT GRADE 20 OR ABOVE;
(4) PARK POLICE OFFICERS; OR
(5) SUPERVISORY EMPLOYEES WHO HAVE AUTHORITY TO HIRE,
DIRECT, EVALUATE, TRANSFER, SUSPEND, LAY OFF, RECALL, PROMOTE, ASSIGN,
REWARD, DISCIPLINE, PARTICIPATE IN DISCHARGING, AND ADJUST GRIEVANCES OF
EMPLOYEES, AS LONG AS THE ACTIONS ARE NOT MERELY CLERICAL IN NATURE.
(B) (1) COMMISSION EMPLOYEES ARE DIVIDED INTO 4 BARGAINING UNITS:
(I) OFFICE, PROFESSIONAL, AND TECHNICAL UNIT, MONTGOMERY
COUNTY:
(II) OFFICE, PROFESSIONAL, AND TECHNICAL UNIT, PRINCE
GEORGE'S COUNTY;
(III) SERVICE, LABOR, AND TRADES UNIT, MONTGOMERY COUNTY;
AND
(IV) SERVICE, LABOR, AND TRADES UNIT, PRINCE GEORGE'S
COUNTY.
(2) THE OFFICE, PROFESSIONAL, AND TECHNICAL UNITS INCLUDE, FOR
EACH RESPECTIVE COUNTY:
(I) OFFICE CLASSIFICATION TITLES IN WHICH EMPLOYEES ARE
RESPONSIBLE FOR INTERNAL AND EXTERNAL COMMUNICATIONS, RECORDING AND
RETRIEVING INFORMATION, AND PAPERWORK REQUIRED IN AN OFFICE;
(II) PROFESSIONAL CLASSIFICATION TITLES IN WHICH EMPLOYEES
HAVE SPECIAL OR THEORETICAL KNOWLEDGE THAT USUALLY IS ACQUIRED
THROUGH COLLEGE TRAINING, OTHER TRAINING THAT PROVIDES COMPARABLE
KNOWLEDGE, OR WORK EXPERIENCE;
(III) PARAPROFESSIONAL CLASSIFICATION TITLES IN WHICH
EMPLOYEES PERFORM, IN A SUPPORTIVE ROLE, SOME OF THE DUTIES OF A
PROFESSIONAL OR TECHNICIAN BUT THESE DUTIES USUALLY REQUIRING LESS
FORMAL TRAINING OR EXPERIENCE THAN THOSE DUTIES PERFORMED BY THOSE
WITH PROFESSIONAL OR TECHNICAL STATUS; AND
