WILLIAM DONALD SCHAEFER, Governor                            Ch. 523

PROCEEDS OF ANY SUCH ISSUE OF REVENUE BONDS SECURED BY THE TRUST
INDENTURE, AND THE MARSHALLING OF THE REVENUES FROM ANY SUCH PROJECT
OR PROJECTS FOR THE USE AND BENEFIT OF BONDHOLDERS.

(E) IN ADDITION TO THE COVENANTS ENUMERATED IN SUBSECTION (D) OF
THIS SECTION BUT SUBJECT TO THE FOLLOWING LIMITATIONS, THE DISTRICT MAY
MAKE FURTHER ADDITIONAL COVENANTS IN ANY TRUST INDENTURE, OF LIKE OR
DIFFERENT CHARACTER AS IS NECESSARY, CONVENIENT, OR DESIRABLE FOR THE
BETTER SECURITY OF ANY ISSUE OF ITS REVENUE BONDS SECURED BY THE TRUST
INDENTURE OR AS WILL, IN ITS JUDGMENT, TEND TO MAKE THE BONDS MORE
MARKETABLE.

SUBTITLE 5. MISCELLANEOUS PROVISIONS

6-501.

(A)     (1) THIS TITLE CONSTITUTES FULL AND COMPLETE AUTHORITY,
WITHOUT REGARD TO THE PROVISIONS OF ANY OTHER LAW, FOR THE DOING OF
THE ACTS AND THINGS THAT IT AUTHORIZES.

(2)      IT SHALL BE LIBERALLY CONSTRUED TO EFFECT ITS PURPOSES.

(3)      THESE PROVISIONS DO NOT RESTRICT ANY CONTROL WHICH THE
UNITED STATES AND THE STATE ARE EMPOWERED TO EXERCISE OVER OR WITHIN
ANY DISTRICT.

(B)      THIS TITLE SHALL BE DEEMED TO PROVIDE AN ADDITIONAL AND
ALTERNATIVE METHOD FOR THE DOING OF THE THINGS AUTHORIZED BY IT, AND
SHALL BE REGARDED AS SUPPLEMENTAL AND ADDITIONAL TO POWERS
CONFERRED BY OTHER LAWS, AND MAY NOT BE REGARDED AS IN DEROGATION OF
ANY POWERS NOW EXISTING.

(C)      ALL LAWS OR PART OF LAWS APPLYING TO THE DISTRICT WHICH ARE
INCONSISTENT WITH THE PROVISIONS OF THIS TITLE ARE REPEALED TO THE
EXTENT OF THE INCONSISTENCY.

SECTION 3. AND BE IT FURTHER ENACTED, That if any provision of this
Act or the application thereof to any person or circumstance is held invalid for any reason
in a court of competent jurisdiction, the invalidity does not affect other provisions or any
other application of this Act which can be given effect without the invalid provision or
application, and for this purpose the provisions of this Act are declared severable.

SECTION 4. AND BE IT FURTHER ENACTED, That all the actions of the
Washington County Sanitary Suburban District taken before the effective date of this Act
are hereby ratified and affirmed.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.
