completion of water and sewer mains; establishing certain penalties; authorizing the
Commission to impose certain assessments for certain services under certain
circumstances; providing that certain unpaid fees, charges, penalties, and
assessments constitute a lien against certain property; exempting certain actions of
the District from certain statutes and certain oversight by Washington County and
the State of Maryland; authorizing the District to borrow certain money and
evidence certain debt by the issuance of bonds under certain circumstances;
providing for the form and guarantee of certain bonds; specifying the legislative
intent of this Act; making provisions of this Act severable; providing for the
ratification of certain actions of the District taken before a certain date; defining
certain terms; and generally relating to the Washington County Suburban Sanitary
District.

"Subtitle 5. Fiscal, Tax, and Procurement Issues"; 6-601 and 6-602 and the
subtitle "Subtitle 6. Benefit Assessments"; 6-701 and 6-702 and the subtitle
"Subtitle 7. Connections and Permits"; 6-801 through 6-803, inclusive, and
the subtitle "Subtitle 8. Charges"; 6-901 and 6-902 and the subtitle "Subtitle
9. Additional Systems"; and 6-1001 through 6-1006, inclusive, and the subtitle
