[(3) The licenses authorize the licensees to sell for consumption on the
premises wine and other fermented beverages as defined in this article with an alcoholic
content by volume of no more than 23% by volume.]

(4) (I) As to any Class B-1 or B-2 restaurant license issued prior to July
1, 1984, "off-sales" of licensees shall be limited to fermented beverages including split
bottles and brewed beverages.[; provided that] HOWEVER, brewed beverages sold in
bottles or cans exceeding 12 ounces in weight or size, for consumption off the premises,
may be sold in a numerical quantity of less than six. If brewed beverages are sold in a
containerized package, the package shall hold a minimum of 6 bottles or containers.

(II) As to any Class B-1 or B-2 restaurant license issued on or after
July 1, 1984, "off-sales" by Class B-1 and B-2 licensees are prohibited.

[(4)] (5) (i) In this paragraph, "guest" means persons whose names and
addresses appear on the registry that is maintained by the establishment. It does not
include persons who are registered solely for the purpose of obtaining alcoholic
beverages.

(ii) The Harford County Liquor Control Board may issue a 7-day
special Class B (inn) on-sale beer and light wine license.

(iii) To qualify for this license the applicant's establishment shall:

1.       Be an historic structure;

2.       Be approved by the appropriate governing authority to
operate as an inn;

3.       Have a minimum of 4 rooms but no more than 10 rooms,
excluding the resident management quarters, which the public, for consideration, may use
for sleeping accommodations for a specified period of time;

4.       Have a seated dining capacity of not more than 40; and

5.       Have a kitchen facility that has been approved by the local
governing authority.

(iv) The holder of a 7-day special Class B (inn) license may sell only in
conjunction with a meal beer and light wine to guests for consumption on the premises
during the days and hours established for a Class B on-sale beer and wine license for
Harford County under this article.

(v) The annual fee for a 7-day special Class B (inn) license is $950.

(vi) The Harford County Liquor Control Board may adopt additional
regulations consistent with this subsection.

(vii) If an establishment ceases to be operated as an inn, the 7-day
special Class B (inn) license shall be void.
