(2) A contract of purchase or other expenditure shall be awarded to the
lowest responsible bidder.
(3) A BIDDER MUST HAVE PAID ALL COUNTY TAXES OWED TO THE
COUNTY OR THE COUNTY COMMISSIONERS MAY REJECT THE BIDDER'S BID.
(3) IF A BIDDER HAS NOT PAID ALL TAXES OWED TO THE COUNTY OR A
MUNICIPAL CORPORATION IN THE COUNTY, THE COUNTY COMMISSIONERS MAY
REJECT THE BIDDER'S BID.
(4) [However, the] NOTWITHSTANDING THE PROVISIONS OF THIS
SUBSECTION, THE County Commissioners may reject any bid.
(c) (1) Any contract entered into in violation of the provisions of this section is
void.
(2) The provisions of this section do not apply to:
(i) Any contract or other transaction involving the deposit of county
funds in any authorized State or federal banking institution;
(ii) Necessary repairs made in case of emergency; or
(iii) The purchase of tangible personal property at a public auction.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

AN ACT concerning
Youth Camps - Publicly Operated Play Camps
FOR the purpose of prohibiting the Department of Health and Mental Hygiene from
enforcing certain youth camp regulations applicable to a play camp operated by a
county or municipal corporation; prohibiting the Department from requiring a
certain availability of medical personnel at all times; requiring the Department to
adopt separate regulations for play camps and to allow a play camp operator to
complete only one application for certification of multiple play camp sites; defining
a certain term; altering the exemption of certain programs and activities of certain
State and local governmental entities from regulations as youth camps; requiring
local government entities to adopt certain health and safety standards under certain
circumstances; requiring certain units of government to make certain annual
certifications to the Department of Health and Mental Hygiene under certain
circumstances; allowing certain units of government to make a certain election;
requiring the Department to conduct certain inspections of programs and activities of
