(2) [For the fiscal year commencing July 1, 1990:

(i) the following amounts shall be allocated in the State budget for the
following purposes:

1. $32,000,000 for the purposes specified in Title 5, Subtitle 9
(Program Open Space) of the Natural Resources Article;

2. not less than $5,000,000 for the Agricultural Land Preservation
Fund established under § 2-505 of the Agriculture Article;

3. not less than $1,000,000 for the Heritage Conservation Fund
established under Subtitle 15 of Title 5 of the Natural Resources Article; and

4. not less than $1,000,000 for reduction of State debt authorized
under the Outdoor Recreation Land Loan of 1969; and

(ii) the balance in excess of the amounts allocated in item (i) of this
paragraph shall be allocated to the General Fund of the State.

(3) For the fiscal year commencing July 1, 1991:

(i) 60% of the balance shall be allocated as follows in the State budget for
the following purposes:                                                                                         

1. not less than:                                                       

A. $500,000 for the Land Trust Grant Fund established under Title
3, Subtitle 2A of the Natural Resources Article; and

B. $1,000,000 for reduction of State debt authorized under the
Outdoor Recreation Land Loan of 1969; and                                                     

2. the remainder of the 60% shall be allocated as follows:

A. 84.2% for the purposes specified in Title 5, Subtitle 9 of the
Natural Resources Article (Program Open Space);

B. 13.2% for the Agricultural Land Preservation Fund established
under § 2-505 of the Agriculture Article; and

C. 2.6% for the Heritage Conservation Fund established under Title
5, Subtitle 15 of the Natural Resources Article; and

(ii) 40% of the balance not required under subsection (b) of this section
shall be allocated to the General Fund of the State.

(4)     For the fiscal year commencing July 1, 1992, 70% of the balance shall be
allocated as provided under paragraph (7) of this subsection and 30% shall be allocated to the
General Fund of the State:

(5)] For the fiscal year commencing July 1, 1993, [80%] 50% of the balance
shall be allocated as provided under paragraph [(7)] (5) of this subsection and [20%] 50%
shall be allocated to the General Fund of the State.
