1993 LAWS OF MARYLAND

(F) IF ANY SERVICE DESCRIBED IN SUBSECTION (A) OF THIS SECTION IS
PROVIDED BY AN INDIVIDUAL TO OR ON BEHALF OF AN EDUCATIONAL
INSTITUTION, THE INDIVIDUAL IS SUBJECT TO SUBSECTIONS (B), (C), AND (D) OF
THIS SECTION AND BENEFITS MAY NOT BE PAID IF NOT ALLOWED UNDER
SUBSECTION (B), (C), AND (D) OF THIS SECTION.

SECTION A. AND BE IT FURTHER ENACTED, That Section 2 of this Act shall
apply to the computation date of July 1, 1995 and shall apply to the rate of contribution
for each employing unit for the calendar year 1996.

SECTION 5. AND BE it FURTHER ENACTED, that Section 12 of Chapter 554
of the Acts of the General Assembly of 1992 shall be applicable to all claims with an
effective date on or after January 3, 1993 and to claims that are reopened after
subsequent employment with an effective date on of after January 3, 1993. this provision
shall take effect retroactive to January 1, 1993.

SECTION 6. AND BE IT FURTHER ENACTED, That §§ 8-1104(a), (b), and (e)
and 8-1108 of the Labor and Employment Article are suspended for weeks of
unemployment beginning after March 6, 1993 and shall not be reinstated until January 1,
1995 or until the date that the provisions of Section 202(a) of the Federal-State Extended
Unemployment Compensation Act of 1980 are reinstated.

SECTION 7. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nea vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date that
it is enacted.

AN ACT concerning

Emergency Management Powers of the Governor

FOR the purpose of authorizing the Governor to exercise certain emergency powers to
aid another state in the event of an emergency in the other state; permitting the
Governor, under certain circumstances, to authorize utilization of State and local
resources to aid another state; permitting the Governor to accept aid from another
state in the event of an emergency in Maryland; and generally relating to the
emergency management powers of the Governor.
