(a) The Secretary of the Department of Transportation shall transfer to the
Transportation Trust Fund any unexpended funds remaining in the Motorcycle Safety Program
Account at the end of June 30, 1993; and
(b) The funds transferred under subsection (a) of this section are not subject to the
distribution provisions of Title 8, Subtitle 4 of the Transportation Article.
SECTION 5. AND BE IT FURTHER ENACTED, That, notwithstanding any other
provision of law, the Motor Vehicle Administration may accept any voluntary contributions
from individuals or groups that are made for the purpose of defraying costs associated with the
Motorcycle Safety Program, and shall use any such contributions for purposes directly related
to the Program.
SECTION 6. AND BE IT FURTHER ENACTED, That, Sections 2 and 4 of this Act
shall take effect July 1, 1993.
SECTION 3 7. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health and
safety, has been passed by a yea and nay vote supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, and except as provided in
Section 6 of this Act, shall take effect from the date' it is enacted.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.
