game of bingo in any regular restaurant or tavern where alcoholic beverages are sold or in
any permanent place of amusement or entertainment. Provided however that in the
discretion of the police commissioner a special annual license may be issued for a fee of
five dollars ($5.00) for the conduct over a period of one year of bingo games in which (i)
the value of any merchandise prize awarded, or any cash prize given is five dollars ($5.00)
or less; and (ii) the number of participants in a game is under one hundred (100); and (iii)
the licensee is a nonprofit organization or a nonprofit corporation. The police
commissioner may for cause revoke any special annual license. The commissioner may
promulgate such regulations as are reasonably necessary for the administration of this
section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1993.

CHAPTER 107
(Senate Bill 239)

AN ACT concerning

Vehicle Laws - Motorcycle Safety Program - Legislative Intent and Funding Level

FOR the purpose of clarifying the intent of the General Assembly concerning the
existence of the Motorcycle Safety Program within the Motor Vehicle
Administration;
repealing a requirement that the Secretary of Transportation
transfer certain funds from the Motorcycle Safety Program Account and repealing a
limitation on the use of these funds; requiring that certain funds be transferred back
to the Motorcycle Safety Program Account;
restoring funding for the Program;
r
equiring that funding of the Motorcycle Safety Program Account be maintained at
a certain level the Departm
ent of Transportation to provide funding for the
Motorcycle Safety Program in its annual budget that is equal to or greater than a
certain amount; making this Act an em
ergency measure; requiring that the Motorcycle
Safety Program be funded as provided in the State budget; repealing certain limitations
on the amount and use of certain training course fees; requiring that the amount charged
for certain training course fees be reasonable; altering the definition of the term
"miscellaneous fees" to include a certain portion of each motorcycle registration fee;
requiring the Motor Vehicle Administration to recover the costs of the Program through
miscellaneous fees; repealing a certain contingency relating to the motorcycle registration
fee; stating the intent of the General Assembly concerning the funding of the Motorcycle
Safety Program and the existence of the Program within the Administration; repealing
provisions relating to the establishment and use of the Motorcycle Safety Program
Account; authorizing the use of certain voluntary contributions to defray costs associated
with the Program; requiring the Secretary to transfer certain funds to the Transportation
Trust Fund and providing that the funds are not subject to a certain distribution;
clarifying language; making this Act an emergency measure; providing for the effective
