(i) The provisions of this section, with the exception of
[(5)(f)] SUBSECTION (F), shall not apply when making an
excavation at times of emergency involving danger to life, health
or property, provided all reasonable precautions have been taken
to protect the underground facilities.

(e) Any rule, regulation, or standard promulgated by the
Commission pursuant to this section shall be deemed to have been
entered or adopted under [Article 78] THIS ARTICLE, and for
purposes of enforcement pursuant to § 62 and § 101 of this
article. All submetering equipment shall be subject to the same
rules, regulations, and standards established by the Public
Service Commission for accuracy, testing, and record keeping of
meters installed by gas or electric utilities and shall be
subject to the meter requirements of § 51 and § 52 of this
article.

(n) The county or incorporated municipality may issue bonds
or other certificates of indebtedness to carry out the provisions
of this subtitle in accordance with provisions contained in the
county or municipal charter or in a public general or public
local law and may provide for the levying of ad valorem taxes
upon the assessed value of all real property and upon such
classes of assessable personal property as it may determine
within the conversion district for the purpose of paying the
principal and interest on any bonds or other certificates of
indebtedness or advance from the general fund. The county or
incorporated municipality shall make rules and regulations for
carrying out the provisions of [§§ 64A and 64B] THIS SECTION AND
§ 64B OF THIS ARTICLE.
