and be fined not more than $500, or both. For the purposes of
this section, "extortion" means obtaining property from another,
with his consent, induced by wrongful use of actual or threatened
force, or violence or by wrongful threat of economic injury.
This section does not apply to legitimate efforts by employees or
their representatives to obtain certain wages, hours or working
conditions. A prosecution for the felony offense under this
section shall be instituted within 5 years after the offense was
committed.

Every officer or employee of the State of Maryland, a
county, Baltimore City, a municipality, or a multicounty or
bicounty agency who, by force, intimidation, or threat induces
any person employed in any way in work financed in whole or in
part by the State of Maryland, a county, Baltimore City,
municipality, or multicounty or bicounty agency to give up any
part of the compensation to which he is entitled under a contract
or otherwise!,] is guilty of a felony and shall be fined not more
than $5,000 or imprisoned not more than five years or both. A
prosecution under this section shall be instituted within 5 years
after the offense was committed.

(2) The [Department] DIVISION of Parole and Probation shall
determine the time actually necessary for a prisoner to go to and
from his place of employment and to perform the duties required
of him as an employee. Prior to any release pursuant to this
section, a prisoner shall sign an agreement to return to the
county jail at the time so determined by the [Department]
DIVISION (to be specified by hour in the agreement) or
immediately after his work is over, whichever is earlier, and in
any event to return directly to the jail following the
termination of his daily employment; to enter no vehicle or
building except in the ordinary course of his employment; to
surrender his total earnings as provided in subsection (3) of
this section; to have no alcoholic beverages in his possession at
any time; to bring no object into the jail without the express
permission of the Sheriff or a deputy sheriff; and to observe
