prohibited the issuance of licenses to practice
property line surveying after July 1, 1990. It
seemed, therefore, that, if the Board declines to
reinstate a license that is not reinstated within 2
years of its expiration (as authorized under former
Art. 56, § 336(c)), the individual never would be
allowed to obtain a license to practice property line
surveying.

In subsections (a) through (c) of this section, the
word "reinstate" is substituted for the former word
"renew[ed]", to clarify distinctions between renewal
of a license under § 15-314 of this subtitle and
reinstatement of a license under this section.
Therefore, the eighth sentence of former Art. 56, §
336(c), which provided for renewal to "be evidenced by
... a biennial registration card", is deleted.

In subsection (a)(3) of this section, the reference
to a "reinstatement fee of $10" that is "in addition
to the renewal fee required under § 15-314 of this
subtitle" is substituted for the former reference to
payment of a fee of "$100 for professional land
surveyors and $90 for property line surveyors", to
clarify that there is a $10 reinstatement fee that is
paid in addition to the renewal fees of $90 for a
professional land surveyor and $80 for a licensed
property line surveyor. As to the renewal fees, see §
15-314 of this subtitle.

In subsections (b)(2)(iii) and (c)(2)(iii) of this
section, the specific amounts of $135 and $100,
respectively, are substituted for the former general
language that provided that the reinstatement fee "is
the same as the registration fee for professional land
surveyors or for property line surveyors". As enacted
by Ch. 20, Acts of 1988, the "registration fees" under
former Art. 56, § 336(a) and (b)(1) were $135 and
$100. See § 15-312 of this subtitle. Although the
title of Ch. 20 did not refer specifically to
reinstatement of expired licenses, it seemed to be the
intent to increase these fees also.
