AN EMERGENCY ACT to:

(1)  create the Montgomery Housing Initiative [[Fund]] in
the department of housing and community development;

(2)  authorize the Montgomery Housing Initiative [[Fund]] to
[[be spent]] expend funds to construct, rehabilitate or
acquire affordable housing units;

(3)  direct the County Executive to transfer certain funds
to support the Montgomery Housing Initiative [[Fund]];
and

(4)  generally authorize and encourage the development of
affordable housing.
