COUNTY LOCAL LAWS

(1)  Protect underground facilities of public service
companies from destruction, damage or dislocation;

(2)  Require notice before excavation;

(3)  Establish certain excavating procedures;

(4)  Require certain duties of excavators; and

(5)  Generally regulate the excavation of underground
utility facilities.

AN ACT to:

(1)  require a timely adequate public facility determination
[[by the Planning Board]] under certain circumstances
as a prerequisite to building permit issuance for
certain developments;

(2)  require registration by certain owners of property upon
certain notice;

(3)  establish a registry;

(4)  impose a certain registration fee;

[[(2)]] (5) establish certain rights to a hearing, hearing
procedures and criteria;

[[(3)]] (6) provide certain exceptions;

[[(4)]] (7) authorize the execution of certain agreements
and imposition of certain conditions;

(8) provide certain penalties for submission of false
information;

[[(5) provide for the assignment of certain planning
functions to the Planning Board;
