creditable service to provide eligibility for a vested retirement
allowance, allowing certain employees to join or rejoin the
retirement system and to purchase credit for prior service.

welfare in the use and occupancy of residential structures and
premises, establishing minimum standards for basic equipment and
facilities, and fixing the responsibilities of owners, operators

administration, enforcement and penalties for non-compliance.
