MUNICIPAL CHARTERS
WHEREAS, the Mayor and Common Council of Westminster desire
to amend the Charter of the City of Westminster, as contained in
the Charter and Code of Laws of the City of Westminster (1972, as
amended), in order to authorize the Mayor and Common Council by
ordinance to impose interest on unpaid taxes, to authorize the
sale of property upon which taxes are overdue and in arrears
without a one year waiting period and generally relating thereto.
WHEREAS, in furtherance of said purposes the Mayor and
Common Council desire to revise, add and delete certain
provisions contained in Section 42. (547). of the Charter of the
City of Westminster.

Carroll County, as found in the compilation of Municipal Charters
of Maryland (1983 Edition), repealed and reenacted, with
amendments.

RESOLUTION NO. R88-3
(Annexation No. 30 - Essich-Miller)
WHEREAS, a Joint Petition for Annexation and Rezoning has
been presented to and accepted by the Mayor and Common Council of
Westminster requesting to enlarge the corporate boundaries of the
City by the annexation and zoning of land adjoining and
contiguous to the existing corporate boundaries in accordance
with Article 23A, Section 19(c) of the Annotated Code of Maryland
(as now amended) and Sections 21-6.1, 21-18, and related sections
of Chapter 21 of the Code of the City of Westminster; and
WHEREAS, the President of the Council has caused to be made
a verification of the signatures upon said Petition and has
determined that the persons signing the Petition own at least
twenty-five per centum (25%) of the assessed valuation of the
real property located in the area to be annexed.
