EXECUTIVE ORDERS

update and improve programs and services on a timely basis;

WHEREAS, An advisory group of non-State employees could provide a
new and different perspective about the types of
improvements that would be important to State government
operations; and

WHEREAS, It would be advantageous to have individuals who have a
variety of experiences in various disciplines to serve on
such an advisory group;

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROCLAIM THE
FOLLOWING ORDER:

A.  The Governor's Executive Advisory Council is hereby
created.

B.  The Council shall consist of active, retired and
partially retired businessmen, educators, government
employees, and military personnel.

C.  The Council shall be composed entirely of volunteers.

(1)  The Governor shall designate the Chairman of the
Council from among the volunteers;

(2)  The members of the Council may not receive any
compensation for their services; and

(3)  A majority of the Council shall constitute a
quorum for the transaction of any business.

D.  The Council shall be responsible for:

(1)  Organizing and implementing projects which
support existing State government programs;

(2)  Developing new projects that will benefit the
citizens of Maryland;

(3)  Advising the Governor about improvements needed
in State government, and

(4)  Promoting ideas that will enhance the State's
local, national and international reputations.
