(1) Review State statutes and regulations concerning
children and family services and recommend changes believed
needed to achieve the goals of the project;
(2) Develop and implement new local service delivery
systems in selected areas and then develop plans for
extending them promptly throughout the State with Governor's
approval;
(3) Develop new policies and procedures for
coordinating interagency planning and budgeting for all
State child and family service programs which meet the needs
of young children and adolescents who are abused, neglected,
emotionally disturbed, handicapped, runaways, homeless,
abandoned, dependent, delinquent, substance abusers,
habitually truant, ungovernable, pregnant, or at-risk of
these conditions, and their families; and
(4) Seek to maximize and make most efficient use of
all government and private resources available to support
needed services for children and families.
F. State executive branch agencies shall, to the maximum
extent possible, assist the project by the program, budget,
personnel, and other administrative actions necessary to
implement [of] the new local service delivery system,
policies and programs developed by the Project.
G. The project shall report annually to the Governor,
General Assembly, and Chief Judge of the Court of Appeals,
on its progress toward achieving its goals and the use of
funds under its control or direction. The first report
shall be submitted by February 1, 1989.

WHEREAS, The types of government programs and services made
available to Maryland citizens has a direct bearing on the
overall quality of life in this State;
WHEREAS, There is a need to enhance existing services by
developing innovative support programs;
WHEREAS, It is important for State government to remain
responsive to the changing needs of our citizenry, and to
