(VI)  ANY OTHER ARRANGEMENT TO ASSURE THAT
BENEFITS ARE CONTINUED IN ACCORDANCE WITH THE PROVISIONS OF
PARAGRAPH (1) OF THIS SUBSECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1465.

This bill exempts a professional corporation of attorneys, when
acting as a title insurance agent or broker, from existing laws
that (1) require insurance agents or brokers to obtain a
certificate of qualification; and (2) prohibit the payment of
fees or commissions to any person for procuring insurance unless
that person has obtained a certificate of qualification.

Senate Bill 866, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1465.
