State with respect to the protection of its citizens from the
consequences of unacceptable levels of environmental noise
generally; and
WHEREAS, The aviation portion of the 1974 Act, in
particular, mandates the resolution of existing noise problems
and the prevention of new noise problems in areas near airports
through adoption of noise abatement plans and the establishment
and enforcement of noise zone regulations; and
WHEREAS, In implementing this established legislative
policy, and as part of a federal program of airport noise
compatibility planning, the State Aviation Administration,
through a voluntary Airport/airline cooperative program, has
committed itself to a goal of reducing the Airport noise zone at
Baltimore-Washington International Airport by 1993; and
WHEREAS, The General Assembly of Maryland, through enactment
of Chapters 579 and 580 of the Acts of 1987, and other
legislative initiatives, supports voluntary Airport/airline
cooperative efforts designed to reduce the impact of aircraft
noise on surrounding communities; and
WHEREAS, The General Assembly remains concerned that such a
voluntary and cooperative program does, in fact, work to achieve
meaningful reductions in aircraft noise levels; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
(a) The State Aviation Administration shall establish a
program to achieve a goal of an airport noise zone no greater
than 8,500 acres by December 31, 1993.
(b) At the end of 1990, 1991, 1992, and 1993, the State
Aviation Administration shall report to the Governor and the
General Assembly on the progress made during the year toward the
goal of achieving the noise zone reduction at
Baltimore-Washington International Airport.
(c) The annual reports required under this Act shall be
submitted to the Governor and the General Assembly by January 1st
June 1st of each year.
(d) In addition to the annual reports, the Administration
shall prepare an interim report by July 1st of each year
describing the progress made in achieving the noise zone
reduction goal.
