Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1246.

This bill requires the State Aviation Administration to establish
a program that would result in an airport noise zone no greater
than 8,500 acres by December 31, 1993. Reports would also be
required.

Senate Bill 812, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1246.

AN ACT concerning

Baltimore-Washington International Airport -
Noise Abatement

FOR the purpose of requiring the State Aviation Administration to
establish a certain program; requiring the Administration to
prepare certain reports on the progress made toward
achieving a certain noise zone reduction by a certain date
at Baltimore-Washington International Airport; requiring the
Administration to submit the reports to the Governor and the
General Assembly by certain dates; and generally relating to
reporting on noise abatement at the Baltimore-Washington
International Airport.

WHEREAS, The Maryland Environmental Noise Act of 1974
(Chapter 287 of the Acts of 1974) establishes the policy of this
