VETOES
(G) THE COMMISSION MAY ACQUIRE, HOLD, USE, AND IMPROVE, AND
CONVEY PROPERTY FOR THE PURPOSES SPECIFIED IN SUBSECTION (C) OF
THIS SECTION.
(H) THE COMMISSION MAY:
(1) MAY ACCEPT GIFTS OR GRANTS;
(2) UNLESS OTHERWISE PROVIDED, SPEND THE PRINCIPAL
AND INCOME OF A GIFT OR GRANT; AND
(3) INVEST ALL OR PART OF THE PRINCIPAL INCOME IN
GENERAL OBLIGATIONS OF THE STATE OR ANY OTHER SECURITY.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1131.
House Bill 1131 would add four additional nonvoting members to
the Maryland Housing Policy Commission. In addition to the
designees of the President of the Senate and the Speaker of the
House, who are current members, this bill would allow the
Chairmen of the Senate Economic and Environmental Affairs and
Budget and Taxation Committees, and the Chairmen of the House
Economic Matters and Appropriations Committees to appoint their
designees.
The Housing Policy Commission currently consists of 15 voting
members who represent a variety of interests affected by housing
policy. They include bankers, developers, community
organizations, local governments, residents of assisted housing,
and public members from various regions of the State. A
substantial increase in the number of legislative members seems
unnecessary and might affect the delicate balance of the
Commission, making it less intimate as a working group. I note
that meetings of the Commission are open to the public and that
