defendant may appeal even though imposition or execution of
sentence has been suspended.

(F) SECTION 12-301 OF THIS SUBTITLE DOES NOT PERMIT AN
APPEAL FROM THE ORDER OF A SENTENCE REVIEW PANEL OF A CIRCUIT
COURT UNDER ARTICLE 27, §§ 645JA THROUGH 645JG OF THE CODE,
UNLESS THE PANEL INCREASES THE SENTENCE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 992.

This bill allows a person to sell in this State hybrids of
striped bass or rockfish that are bred or raised in nontidal
aquaculture enterprises. The bill further requires the
Department of Natural Resources and the Department of Agriculture
to adopt regulations regarding the necessary documentation in the
sale of such fish.

Senate Bill 618, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 992.
