Senate Bill 495, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 952.

AN ACT concerning

Criminal Law - Right of Appeal - Exceptions

FOR the purpose of prohibiting under certain circumstances an
appeal from an order of a sentence review panel of a circuit
court; permitting an appeal from an order of a sentence
review panel if the panel increases the sentence; and
generally relating to appeals of decisions of sentencing
review panels.

BY repealing and reenacting, without amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Courts and Judicial Proceedings

12-301.

Except as provided in § 12-302, a party may appeal from a
final judgment entered in a civil or criminal case by a circuit
court. The right of appeal exists from a final judgment entered
by a court in the exercise of original, special, limited,
statutory jurisdiction, unless in a particular case the right of
