Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 678.

This bill changes the statute of limitations for battery civil
actions filed from within 1 year to within 3 years from the date
it accrues.

Senate Bill 418, which was passed by the General Assembly and
signed by me on May 19, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 678.

FOR the purpose of altering the statute of limitations applicable
to actions for assault and battery; and providing for the
applicability application of this Act.
