Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 566.
This bill establishes a Partnership for Workforce Quality Program
within the Department of Economic and Employment Development.
Senate Bill 406, which was passed by the General Assembly and
signed by me on May 19, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 566.

AN ACT concerning
Partnership for Workforce Quality
FOR the purpose of establishing a Partnership for Workforce
Quality Program within the Department of Economic and
Employment Development; creating a Partnership for Workforce
Quality Advisory Board; providing for the duties of this
Board; specifying the terms of the initial members of the
Board; creating a Partnership for Workforce Quality Advisory
Board; providing for the duties of this Board; specifying
the terms of the initial members of the Board; providing for
the administration of the Partnership for Workforce Quality
Program; providing that the Program apply only to certain
Maryland-based employers of a certain size; providing for
the availability of certain business assistance services;
providing certain funding mechanisms for certain job
specific training assistance; limiting the use of certain
funds to certain costs associated with training; providing
for a certain reporting requirement; providing for the
termination of this Act; and generally relating to the
