VETOES

(3)  (I) "MEDICAL FACILITY" MEANS:

1.  A FACILITY, AS DEFINED UNDER §
10-101(E) OF THE HEALTH - GENERAL ARTICLE; OR

2.  A HEALTH CARE FACILITY, AS DEFINED
UNDER § 19-101(E) OF THE HEALTH - GENERAL ARTICLE.

(II) "MEDICAL FACILITY" INCLUDES AN AGENCY,
CLINIC, OR OFFICE OPERATED UNDER THE DIRECTION OF THE LOCAL
HEALTH OFFICER OR THE REGULATORY AUTHORITY OF THE DEPARTMENT OF
HEALTH AND MENTAL HYGIENE.

(4)   "PERSON" DOES NOT INCLUDE:

(I)  THE CHIEF EXECUTIVE OFFICER OF THE MEDICAL
FACILITY;

(II)  A DESIGNEE OF THE CHIEF EXECUTIVE OFFICER
OF THE MEDICAL FACILITY;

(III)  AN AGENT OF THE MEDICAL FACILITY; OR

(IV)  A LAW ENFORCEMENT OFFICER.

(B) A PERSON MAY NOT PREVENT AN INDIVIDUAL FROM ENTERING OR
EXITING A MEDICAL FACILITY BY PHYSICALLY:

(1) DETAINING THE INDIVIDUAL;

(2) OBSTRUCTING, IMPEDING, OR HINDERING THE

INDIVIDUAL'S PASSAGE; OR

(3) UNDERTAKING ANY OTHER ACTION WHICH WOULD PREVENT
A PERSON FROM ENTERING OR EXITING A MEDICAL FACILITY.

(C) THIS SECTION SHALL NOT PROHIBIT ANY ASSEMBLY INCLUDING
PICKETING OR ASSEMBLY IN CONNECTION WITH A LABOR DISPUTE AS
DEFINED IN ARTICLE 100, § 74 OF THE CODE.

(B) A PERSON MAY NOT ACT ALONE, OR IN CONCERT WITH OTHERS,
AND WITH THE INTENT TO PREVENT AN INDIVIDUAL FROM ENTERING OR
EXITING A MEDICAL FACILITY BY PHYSICALLY:-------------------------

(1) DETAINING THE INDIVIDUAL; OR

(2) OBSTRUCTING, IMPEDING, OR HINDERING THE
INDIVIDUAL'S
PASSAGE.

(C) THIS SECTION MAY NOT BE INTERPRETED TO PROHIBIT ANY
PICKETING ASSEMBLY IN CONNECTION WITH A LABOR DISPUTE AS DEFINED
IN ARTICLE 100, § 74 OF THE CODE.------------------------------------
