WILLIAM DONALD SCHAEFER, Governor

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 741.

This bill prohibits a person from detaining, obstructing,
impeding, or hindering an individual's passage, or undertaking
any other action which would prevent a person from entering or
exiting a medical facility.

House Bill 748, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 741.

AN ACT concerning

Interference With Access to or Egress From a Medical Facility

FOR the purpose of prohibiting a person from preventing a person
through certain actions from entering or exiting a medical

facility under certain circumstances; defining a term

certain terms; providing certain penalties for a violation
of this Act; and generally relating to interference with
access to or egress from medical facilities.

Section 577B

Annotated Code of Maryland

(1987 Replacement Volume and 1988 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

577B.

(A) IN THIS SECTION, "ACTION" DOES NOT INCLUDE SPEECH.

(A) (1) IN THIS SECTION THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(2) "ACTION" DOES NOT INCLUDE SPEECH.
