VETOES

(a) (1) Each board consists of 3 regular members and 1
alternate member.

(2)  The Governor shall appoint the members from a
list of names submitted as follows:

(i) for Baltimore City, by the Mayor of
Baltimore City; or

(ii) for a county other than Baltimore City,
by:

1.  the county commissioners or the county
council of the county; or

2.  if the county charter provides for a
county executive, by the county executive with the approval of
the county council.

(3)   [The number of names on each list shall be 3
times the number of vacancies.

(4)] Each list shall be submitted at least 3 months
before the end of a term.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 509.

This bill prohibits a person from operating on the tidal waters
of the State a vessel that exceeds a certain noise level. It
also provides for regulations and penalties to implement and
enforce the bill.

House Bill 1050, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 509.
