VETOES

SECTION 2. AND BE IT FURTHER ENACTED, That the increased
sales and use tax rate for short-term rentals of vehicles that
may be registered as Class M vehicles provided under this Act
shall be applicable to all transactions completed on or after
July 1, 1989, and the credit against the sales and use tax for
motor vehicle excise tax paid on certain rental vehicles that may
be registered as Class M vehicles provided under this Act shall
be allowed for excise tax paid on or after July 1, 1989.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 474.

In order to conform the Maryland Code to recently enunciated
constitutional Due Process requirements, this bill contains
various provisions requiring that known creditors of deceased
persons be given prompt actual notice of the appointment of a
personal representative.

House Bill 3, which was passed by the General Assembly and signed
by me on May 19, 1989, accomplishes the same purpose. Therefore,
it is not necessary for me to sign Senate Bill 474.
