take effect July 1, 1989.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 465.

This bill provides for treating recreational vehicles and other
multipurpose passenger vehicles as normal passenger vehicles when
rented for less than 181 days by increasing the sales tax from 5%
to 8% and giving the lessor a credit against the excise tax.

House Bill 968, which was passed by the General Assembly and
signed by me on May 25, 1989, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 465.

AN ACT concerning

Sales and Use Tax - Short-Term Rental Vehicles

FOR the purpose of providing a credit against the sales and use
tax payable by a vendor for excise tax paid by the vendor on
certain rental vehicles; altering the sales and use tax rate
on the short-term rental of certain vehicles; providing for
the applicability of this Act; and generally relating to the
sales and use tax on certain short-term rental vehicles.

BY repealing and reenacting, with amendments,
