RESOLVED, That the Maryland State Police Alumni Association be commended for
its outstanding public service; and be it further

RESOLVED, That copies of this Resolution be forwarded by the Department of
Legislative Reference to the Honorable William Donald Schaefer, Governor of Maryland;
the Honorable Thomas V. Mike Miller, Jr., President of the Senate of Maryland; and the
Honorable R. Clayton Mitchell, Jr., Speaker of the House of Delegates; Mr. Graydon
Dunlap, the Maryland State Police Alumni Association, 117 Greene Street, Cumberland,
MD 21502; and Colonel Elmer H. Tippett, Jr., Superintendent, the Maryland State Police,
Headquarters, Pikesville, MD 21208.

(Senate Joint Resolution No. 6)

A Senate Joint Resolution concerning

Task Force on Drunk and Drugged Driving

FOR the purpose of authorizing the Task Force on Drunk and Drugged Driving to
continue to study the problem of drunk and drugged driving; requiring the Task
Force to issue a report and make recommendations by a certain date; adding certain
members to the Task Force; and generally relating to the continuation of the Task
Force on Drunk and Drugged Driving.

WHEREAS, Drunk and drugged drivers kill and injure many people on the highways
every year; and

WHEREAS, The problem of drunk and drugged driving is of continuing concern to
the citizens of the State of Maryland; and

WHEREAS, A united effort of government, private industry, and public interest
groups is essential for solving the problem of drunk and drugged drivers; and

WHEREAS, Both immediate, concerted action and continuous attention is necessary
in order to safeguard the people of the State of Maryland from drunk and drugged drivers;
and

WHEREAS, During the 1988 legislative interim, the Task Force on Drunk and
Drugged Driving was appointed by the Speaker of the House and the President of the
Senate in accordance with HJR 53 of the 1988 session and is composed of 3 Delegates, 3
Senators, 5 representatives of the judiciary, the Superintendent of the Maryland State
Police, the Executive Assistant for Public Safety of the Executive Office of the Governor,
the State's Attorney for Anne Arundel County, the Administrator of the Motor Vehicle
Administration, 2 representatives of private industry, and 2 representatives of public
interest groups; and

WHEREAS, The Task Force has been examining:
