and be it further
RESOLVED, That copies of this Resolution be forwarded by the Department of
Legislative Reference to the Honorable William Donald Schaefer, Governor of Maryland;
the Honorable Thomas V. Mike Miller, Jr., President of the Senate of Maryland; the
Honorable R. Clayton Mitchell, Jr., Speaker of the House of Delegates; and the Honorable
Richard H. Trainor, Secretary of the Maryland Department of Transportation, P. O. Box
8755, B.W.I. Airport, Baltimore, Maryland 21240.

A House Joint Resolution concerning
Light Rail in the Central Corridor of the Baltimore Metropolitan Area
FOR the purpose of approving the expenditure or commitment of certain funds in the
Fiscal Year 1989 appropriation for light rail in the central corridor of the Baltimore
Metropolitan area.
WHEREAS, Subject to certain restrictions, $43 million was appropriated in the F.Y.
1989 State Budget for the design, right-of-way acquisition, vehicle purchase, and
construction of a light rail system in the central corridor of the Baltimore Metropolitan
area; and
WHEREAS, The General Assembly has authorized expenditure of $10 million of the
$43 million by the Department of Transportation for design and options on rights-of-way
for the central corridor; and
WHEREAS, $4 million of the $43 million has been approved for expenditure by the
Legislative Policy Committee to place a contract on long-lead equipment items in
accordance with the restrictions imposed by the General Assembly; and
WHEREAS, The Department of Transportation has submitted a report which
includes a plan for the light rail system (both southern and northern legs) including the
intermodal tie-ins to Camden Station, Baltimore-Washington International Airport, and
Penn Station; and
WHEREAS, Baltimore City and Anne Arundel and Baltimore Counties have signed
memorandums of understanding and each agreed to contribute $15 million towards the
central corridor light rail project; and
WHEREAS, The Department of Transportation has reported that $6 million in
federal funds in F.Y. 1989 have been earmarked by the Congress for this project and that
provision of the initial increment of funding makes likely subsequent approval of the
remaining $38 million in federal funds anticipated for the project; and
WHEREAS, As required by the General Assembly, recommendations for light rail in
