A House Joint Resolution concerning
Implementation of Light Rail Service on a Statewide Basis
FOR the purpose of supporting the concept of the implementation of light rail service on
a statewide basis and expressing legislative intent to consider necessary revenue
adjustments required during the 1990's in order to fund an adequate statewide
transportation capital construction program involving all modes of transportation.
WHEREAS, $43 million was appropriated in the F.Y. 1989 State budget for light rail
in the central corridor of the Baltimore Metropolitan area; and
WHEREAS, The Department of Transportation has submitted a report analyzing
various commuter corridors in Maryland (including corridors outside the Baltimore and
Washington metropolitan areas) to determine those for which light rail is considered an
appropriate transportation mode, and providing preliminary estimates as to the cost of
providing light rail service in the corridors; and
WHEREAS, The Department of Transportation has identified several corridors
which may be appropriate for light rail service; and
WHEREAS, There may be other corridors identified in the future that may be
appropriate for light rail; and
WHEREAS, Further study will be required to determine whether and when light rail
projects will be initiated in those corridors; and
WHEREAS, The Department of Transportation has provided an analysis of the
financial status of the Transportation Trust Fund that includes a ten-year revenue forecast
of the funds available and considers the funds needed for capital construction projects in
the 1988 Consolidated Transportation Program, priority on system preservation, corridors
that may be appropriate for light rail, anticipated highway projects, and other mass transit
projects; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Department of Transportation shall continue to evaluate the corridors in Maryland for
which light rail is considered an appropriate transportation mode; and be it further
RESOLVED, That the Maryland General Assembly supports the concept of
implementation of light rail service in appropriate corridors around the State and will
consider revenue measures needed to fund an adequate statewide transportation capital
construction program involving all modes of transportation; and be it further
RESOLVED, This is the intent of the General Assembly that the Department of
Transportation continue priority on system preservation; and be it further
RESOLVED, That it is the intent of the General Assembly that the Department of
Transportation continue to include participation by local governments in the construction
costs of light rail; and be it further
