(2) The expense of employing these persons may be
paid only from revenues or from the proceeds of revenue bonds
issued by the Authority.

(a) Without regard to the laws of this State relating to
other State employees, the Administration may:
(1) Create and abolish any position other than one
specifically provided for in this title; and
(2) Determine the qualification, appointment,
removal, term, AND tenure[, and compensation] of its employees.
(3) THE ADMINISTRATION MAY DETERMINE THE COMPENSATION
OF EMPLOYEES IF THE COMPENSATION IS DETERMINED PURSUANT TO
SUBTITLE 6 OF THIS TITLE. THE ADMINISTRATION MAY DETERMINE THE
COMPENSATION OF EXECUTIVE MANAGEMENT POSITIONS, AS RECOMMENDED BY
THE SECRETARY OF TRANSPORTATION AND APPROVED BY THE GOVERNOR,
SUBJECT TO APPROVAL IN THE BUDGET. THE ADMINISTRATION MAY
DETERMINE THE COMPENSATION OF MANAGEMENT POSITIONS, SUBJECT TO
APPROVAL BY THE SECRETARY AND THE GOVERNOR AND THE AVAILABILITY
OF FUNDS IN THE BUDGET.

(e) (1) The Administration may employ [and fix the
compensation of] engineers, accountants, professional and
technical experts, surveyors, skilled and unskilled laborers,
advisors, consultants, and any other agents and employees that it
considers necessary to carry out its powers and duties.
(2) Any employee of the Administration may be bonded
under Article 78A, §§ 46 through 50 of the Code.
(3) THE ADMINISTRATION MAY DETERMINE THE COMPENSATION
OF EXECUTIVE MANAGEMENT POSITIONS, AS RECOMMENDED BY THE
SECRETARY OF TRANSPORTATION AND APPROVED BY THE GOVERNOR, SUBJECT
TO APPROVAL IN THE BUDGET.
SECTION 2. AND BE IT FURTHER ENACTED, That for fiscal year
1990, the salary adjustments provided for in Section 27(a)(2)(iv)
and (v) of Article 64A, as enacted by Section 1 of this Act,
shall be applicable to the salaries provided for in Section 20 of
the fiscal year 1990 budget bill (House Bill 350).
SECTION 3. AND BE IT FURTHER ENACTED, That the Department
of Personnel, in consultation with the department of Budget and
Fiscal Planning and the Department of Fiscal Services, shall
study the issue of compensatory leave for all positions in the
