AN ACT concerning

State Finance - Appropriated Funds -
Designated Payments

FOR the purpose of clarifying a provision that requires a certain
affidavit from certain institutions and corporations that
receive certain State money; and generally relating to the
disbursement of certain appropriations to institutions and
corporations.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Finance and Procurement

7-221.

(a)  The Comptroller, the Chief Deputy Comptroller, or a
deputy comptroller may not issue a warrant for disbursement of an
appropriation to an institution or corporation unless the
Comptroller has on file an affidavit that complies with the
requirements of this section.

(b)  An affidavit under this section shall state that the
affiant personally knows that no money FROM STATE FUNDS has been
paid or promised [to any legislative agent, lawyer, or lobbyist
for any service to obtain the appropriation] FOR USE OTHER THAN
THE PURPOSE FOR WHICH THE MONEY WAS APPROPRIATED.
