knowledge in raising wild ducks, and four members who have a
practical knowledge of waterfowl habitat conservation.

(5) The committee shall advise the Department of:

(i) The propagation or purchase and
distribution of mallard or other ducks to be released;

(ii) Regulations adopted by the Department to
effectuate this program; and

(iii) Waterfowl habitat conservation projects.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

(House Bill 362)

AN ACT concerning

Creation of a State Debt - Charles Carroll
House of Annapolis, Inc.

FOR the purpose of authorizing the creation of a State Debt in
the amount of $828,000 $100,000 the proceeds to be used as a
grant to Charles Carroll House of Annapolis, Inc. for the
renovation and restoration of the Charles Carroll House,
including interior and exterior historic preservation,
reconstruction of a missing wing and porch of the house,
archaeological excavation, and restoration of an adjacent
terraced garden, subject to the requirement that Charles
Carroll House of Annapolis, Inc. provide at least an equal
and matching fund of a certain kind for the same purpose by
a certain date; providing that no proceeds of a loan or any
of the matching funds may be used for certain religious
purposes; and providing generally for the issue and sale of
bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Charles Carroll House of Annapolis, Inc.
