watersheds COUNTIES in which construction projects giving rise to
Fund contributions are located.

(f) Any unit of State government that engages in
construction activities involving land clearing on forest lands
shall consult with the Department to assure compliance with this
section:

(1)  Before cutting in or clearing a forest; and

(2)  Before locating a reforestation area in
accordance with this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

(Senate Bill 10)

AN ACT concerning

Telecommunications Devices for Disabled Individuals

FOR the purpose of authorizing the Department of Human Resources
to establish and administer a program to provide financial
assistance for the purchase of specialized customer premises
equipment (SCPE) for certain disabled individuals; creating
a Specialized Customer Premises Equipment Advisory Board;
specifying the composition and terms of Board members and
the duties of the Board; requiring the Board to file an
annual report to the Secretary of the Department of Human
Resources altering the membership of the Telecommunications
for Disabled Individuals Board; providing for the staggering
of certain terms; requiring the Department of Human
Resources to consult with the Governor's Office for
Handicapped Individuals about certain matters; requiring
the program to be funded as designated in the State Budget
pursue funding from a certain source under a certain federal
law; defining certain terms; and generally relating to a
certain Telecommunications Devices for Disabled Individuals
Program.

BY repealing and reenacting, with amendments,
