SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 12 - Garrett County

[20-5.

Each member of the Board of County Commissioners of Garrett
County shall receive as salary a total sum of $18,000 annually.
Each commissioner shall also receive, exclusive of salary, an
annual expense allowance of not less than twelve hundred dollars
($1200.00), provided that he submit an itemized account
substantiating the amount of his expenses. These sums shall be
paid in monthly installments.]

A.  THE SALARY FOR EACH COUNTY COMMISSIONER IS:

(1)  $20,500 FOR CALENDAR YEAR 1991;

(2)  $23,000 FOR CALENDAR YEAR 1992;

(3)  $25,500 FOR CALENDAR YEAR 1993; AND

(4)  $28,000 FOR CALENDAR YEAR 1994 AND FOR EACH
SUBSEQUENT CALENDAR YEAR.

B.  (1) SUBJECT TO PARAGRAPH (2) OF THIS SUBSECTION, EACH
COUNTY COMMISSIONER IS ENTITLED TO AN EXPENSE ALLOWANCE OF AT
LEAST $1,200 EACH YEAR.

(2) EACH COUNTY COMMISSIONER SHALL SUBMIT AN ITEMIZED
ACCOUNT SUBSTANTIATING THE AMOUNT OF EXPENSES.

(C) PAYMENTS UNDER THIS SECTION SHALL BE PAID TO THE COUNTY
COMMISSIONERS IN MONTHLY INSTALLMENTS.

Article 10 - Attorneys at Law and Attorneys in Fact

(a) The State's Attorneys in the several counties of the
State shall receive annually the respective salaries set forth
for performing the duties required of them by their respective
public local laws and by the public general laws, and such
expenses as are provided by law and by the current practice in
