(I)  IS INITIALLY ENROLLED IN THE PROGRAM ON OR
AFTER JUNE 1, 1989 AND MEETS THE REQUIREMENTS OF § 8-802(A) OF
THIS SUBTITLE; AND

(II)  IS APPROVED AS A REFORESTATION PROJECT BY
THE DEPARTMENT OF NATURAL RESOURCES.

(2) THE DEPARTMENT OF NATURAL RESOURCES MAY EXPEND AN
AMOUNT NOT EXCEEDING $100,000 IN GENERAL FUNDS EACH YEAR UNDER
THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1989.

AN ACT concerning

Creation of a State Debt - Treatment and Learning Centers, Inc.

MC 908-89

FOR the purpose of authorizing the creation of a State Debt in
the amount of $1,000,000 $750,000 $950,000, the proceeds to
be used as a grant to the Treatment and Learning Centers,
Inc. for the addition and construction of a new wing to the
Treatment and Learning Center located in the Montgomery
County Life Science Park in Gaithersburg, in Montgomery
County, subject to the requirement that the Treatment and
Learning Centers, Inc. provide at least an equal and
matching fund of a certain kind, for the same purpose, by a
certain date; requiring the Treatment and Learning Centers,
Inc. to demonstrate to the Board of Public Works that a
certain policy relating to the acceptance of patients has
been adopted; and providing generally for the issue and sale
of bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Treatment and Learning Centers, Inc. Loan
of 1989 in the total principal amount of $1,000,000 $750,000
$950,000. This loan shall be evidenced by the issuance, sale,
