recipient was awarded a scholarship under this section in an
eligible organization in which this obligation shall be
satisfied;

(4)  Have a grade average of at least 3.0 on a 4.0
scale or its equivalent; and

(5)  Be selected by the Commission on a competitive
basis from among the qualified applicants based on academic
criteria established by the Commission.

(G) (1) EACH RECIPIENT OF A NURSING SCHOLARSHIP AWARDED
UNDER THIS SECTION MAY BE ENTITLED, BASED ON FINANCIAL NEED, TO A
GRANT LOAN AN ADDITIONAL GRANT TO MEET LIVING COSTS NOT TO EXCEED
$2,400 ANNUALLY FOR A FULL-TIME STUDENT OR A PRORATED AWARD
ACCORDING TO THE NUMBER OF CREDIT HOURS TAKEN BY A PART-TIME
STUDENT.

(2)  EACH GRANT LOAN ADDITIONAL GRANT SHALL BE
RENEWABLE ON AN ANNUAL BASIS UP TO A MAXIMUM AMOUNT OF $9,600, IF
THE RECIPIENT MEETS THE REQUIREMENTS FOR CONTINUING THE
SCHOLARSHIP AWARD UNDER SUBSECTION (E) OF THIS SECTION.

(3)  THE COMMISSION SHALL REQUIRE A RECIPIENT OF A
NURSING SCHOLARSHIP WHO SEEKS A GRANT LOAN AN ADDITIONAL GRANT
FOR LIVING COSTS TO PROVIDE INFORMATION TO THE COMMISSION
SUFFICIENT TO ASSURE THAT THE STUDENT HAS A DEFINITE FINANCIAL
NEED.

18-1603.

(a) The State Scholarship Administration shall adopt
regulations to establish:

(1)  The maximum starting income for eligibility in
the Loan Assistance Repayment Program;

(2)  The maximum total income for eligibility in the
Loan Assistance Repayment Program, including any additional
sources of income;

(3)  That priority for participation in the Program
shall be given to an individual who:

(i) Graduated from an institution of higher
education in the last 3 years;

(ii) Is a resident of the State;

(iii) Is employed on a full-time basis; and

(iv) 1. Provides, as the principal part of the
individual's employment, legal services to low income residents
