Ch. 540                                       LAWS OF MARYLAND

On receipt of an application and accompanying documents, the
Department shall review it and make further inquiries,
inspections, or examinations as necessary or desirable for proper
evaluation. If the Department objects to any part of the
application or accompanying documents, it shall notify promptly
the applicant by certified mail, return receipt requested,
bearing a postmark from the United States Postal Service, of its
objections, setting forth its reasons, and shall afford the
applicant a reasonable opportunity to make amendments or take
actions required to remove the objections. The Department shall
submit a copy of the application and accompanying documents to
the [Department] OFFICE of [State] Planning for review with
respect to matters that are the responsibility of that
[Department] OFFICE.

8-403.

(a) (1) There is a Scenic and Wild Rivers Review Board.
The Board consists of the Secretaries of Natural Resources,
[State Planning,] Agriculture, and the Environment AND THE
DIRECTOR OF PLANNING and a member of the Garrett County
Commissioners, who shall be a voting member of the Board only on
matters pertaining to the wild portion of the Youghiogheny River.

(2)  The members of the Board shall select the
chairperson.

(3)  A member of the Board may not receive any
compensation for his services but shall be reimbursed for
necessary travel expenses and disbursements made in order to
attend any meeting or perform any other official duty.

8-503.

The Authority consists of ten members. The Secretary of
Natural Resources, the [Secretary] DIRECTOR of [State] Planning,
and the General Manager of the Washington Suburban Sanitary
District are ex officio, nonvoting members. These ex officio
members may designate alternates from among the senior employees
to represent them at meetings of the Authority when they are
unable to attend. The governing body of each represented county
shall appoint one of its members to serve as a member and one to
serve as an alternate on the Authority at the pleasure of the
governing body. Each member is a voting member except the member
of the governing body of Garrett County, who is a nonvoting
member until that county is assessed for payments to the
Authority under the provisions of § 8-508. The Governor shall
appoint one voting member to serve at his pleasure and be
chairman of the Authority. A member serves without compensation
but shall be reimbursed for necessary travel expenses and
disbursements incurred performing his official duties.
