(b)  (1) The [Agency] DEPARTMENT shall reimburse these
entities for the cost of these services at appropriate monthly
rates that the [Agency] DEPARTMENT determines, as provided in
the State budget.

(2) The reimbursement rate may differ between homes
and institutions that provide intermediate services, as defined
by the [Agency] DEPARTMENT, and homes and institutions that
provide full services.

(c)  The [Agency] DEPARTMENT may not place a child in a
group home or other residential facility that is not operating in
compliance with applicable State licensing laws.

The [Agency] DEPARTMENT shall establish a program to help
homes for runaway youths.

2-122.

(a)  In this section, "youth services bureau" means a
community-based entity that is operated:

(1)  To provide community-oriented delinquency
prevention, youth suicide prevention, DRUG AND ALCOHOL ABUSE
PREVENTION, and youth development;

(2)  To ameliorate conditions that breed delinquency,
youth suicide, DRUG AND ALCOHOL ABUSE, and family disruption; and

(3)  To function as an advocate of youth needs.

(b)  (1) The [Agency] DEPARTMENT shall adopt rules and
regulations that set eligibility guidelines for State funding of
youth services bureaus under this section.

(2) The rules and regulations shall require that each
State-aided youth services bureau provide, free of charge, at
convenient hours:

(i) Individual, family, and group counseling;

(ii) Referral and information services;

(iii) Crisis intervention, including
intervention relating to youth suicide prevention;

(IV) COUNSELING OR TREATMENT FOR DRUG AND
ALCOHOL ABUSE;

(iv) (V) Informal counseling; and
