preserving the safety of the communities surrounding the Charles
H. Hickey, Jr. School.

(d) The provisions of this section creating the Charles H.
Hickey, Jr. School Citizen's Advisory Committee and relating to
the duties of the Committee are of no effect and may not be
enforced after July 1, 1991.

[2-119.2.

(a)  (1) With the advice and consent of the Senate, the
Governor shall appoint a Montrose School Citizen's Advisory
Committee.

(2) The terms and qualifications of members of the
Committee shall be determined by the Governor.

(b)  The Committee shall be composed of the following
members:

(1)  4 individuals; 1 representing the State's
Attorney's Office of Baltimore County, 1 representing the
Attorney General's Office, 1 representing the Juvenile Services
Agency, and 1 representing the Baltimore County Police
Department; and

(2)  9 individuals selected from surrounding community
associations, each of whom shall be located in the 10th
legislative district.

(c)  The Committee shall:

(1)  Exchange ideas and information with the operating
agents of the Montrose School;

(2)  Hear and dispose of complaints lodged by
individuals within the surrounding area of the Montrose School
concerning the inhabitants of the school;

(3)  Request information when necessary from related
State agencies including the Maryland State Police, the Montrose
School Administration, and the Juvenile Services Agency; and

(4)  Oversee and provide information concerning the
security at the Montrose School and maintain the safety of the
communities surrounding the Montrose School.]

2-120.

(a) The [Agency] DEPARTMENT shall provide for care,
diagnosis, training, education, and rehabilitation of children by
placing them in group homes and institutions that are operated by
any nonprofit or for-profit entity.
