Ch. 5 39 LAWS OF MARYLAND
(a) There is a DEPARTMENT OF Juvenile Services [Agency]
established as a PRINCIPAL DEPARTMENT [unit] of THE State
government.
(b) It is the policy of the State that the [Agency]
DEPARTMENT comply with the provisions of § 3-802 of the Courts
and Judicial Proceedings Article.
2-102.
(a) The head of the [Agency] DEPARTMENT is the [Director]
SECRETARY, who shall be appointed by the Governor with the advice
and consent of the Senate.
(b) (1) The [Director] SECRETARY serves at the pleasure of
the Governor and is responsible directly to the Governor. The
[Director] SECRETARY shall advise the Governor on all matters
assigned to the [Agency] DEPARTMENT and is responsible for
carrying out the Governor's policies on these matters.
(2) The [Agency] SECRETARY IS RESPONSIBLE FOR THE
OPERATION OF THE DEPARTMENT AND shall establish guidelines and
procedures to promote the orderly and efficient administration of
the [Agency] DEPARTMENT. The [Director] SECRETARY may establish,
reorganize, or abolish areas of responsibility in the [Agency]
DEPARTMENT as necessary to fulfill the duties assigned to the
[Director] SECRETARY.
(c) The [Director] SECRETARY is entitled to the salary
provided in the State budget.
2-103.
(a) With the approval of the Governor, the [Director]
SECRETARY may appoint [a] 1 OR MORE Deputy [Director] SECRETARIES
SECRETARY AS NECESSARY.
(b) (1) The Deputy [Director] SECRETARY serves at the
pleasure of the [Director] SECRETARY.
(2) The Deputy [Director] SECRETARY is entitled to
the salary provided in the State budget.
(3) The Deputy [Director] SECRETARY has the duties
provided by law or delegated by the [Director] SECRETARY.
(c) (1) The [Director] SECRETARY may employ a staff and
retain consultants in accordance with the State budget.
(2) Unless otherwise provided by law and except as
provided in paragraph (4) of this subsection, the [Director]
SECRETARY shall appoint and remove all other staff in accordance
with the provisions of the State Merit System Law.
