waste projects; authorizing the County to impose rates and
charges, enter into certain contracts, and direct the
disposal of solid wastes within its jurisdiction in
connection with solid waste projects; authorizing the County
to pledge revenues derived from solid waste projects to the
payment of the principal of and interest on the bonds or, in
the alternative, to pledge the full faith and credit and
unlimited taxing power of the County to the payment of the
principal of and interest on the bonds, subject to a certain
limitation; providing that the bonds shall be exempt from
taxation; authorizing the County to fix and determine, by
resolution, the form, tenor, interest rate or rates or
method of determining the same, terms, conditions,
maturities and all other details incident to the issuance
and sale of the bonds; authorizing the County to enter into
agreements for the purpose of enhancing the marketability of
and security for the bonds and for the purpose of securing
any tender option; authorizing the County to convey or
assign any real or personal property which constitutes a
solid waste project, or the system of which it forms a part,
as additional security for the payment of the principal of
and interest on the bonds; requiring the bonds to be payable
from, in addition to other revenues provided, the proceeds
of any additional security held under any trust agreement
securing the bonds; and relating generally to solid waste
projects and the issuance and sale of bonds for such
projects in Carroll County.

MARYLAND, That the Laws of Maryland read as follows:

(A) IN THIS SUBTITLE, THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.
(B) "BOARD" MEANS THE BOARD OF COUNTY COMMISSIONERS OF
CARROLL COUNTY, THE GOVERNING BODY OF THE COUNTY.
